Tata Consulting Engineers Limited (TCE) is a leading engineering company offering services in power, metals, mining, hydrocarbon, chemical, fertiliser, nuclear and infrastructure industries for close to six decades for projects in India as well as Internationally. As a part of updating the data base of our “Approved Vendors”, TCE is encouraging interested and competent equipment manufacturers, suppliers and installation contractors in India and across the globe to apply and register themselves in the vendor registration (VR) portal.
During procurement stage of the project execution, project specific Approved Vendor List (AVL) shall be prepared drawing vendors from the data base and discussed with client before finalising the AVL for equipment supply and installation.
Vendor(s) interested in applying for vendor registration with TCE shall go through the following instructions on eligibility criteria prior to applying for vendor registration.
1.0 ELIGIBILITY CRITERIA
- Original equipment manufacturer (OEM), authorised agents and / or stockist (for plates, pipes and other bulk items)

Indian vendor must be registered under Indian Company Act / Indian Partnership Act / The Indian Factories Act / NSIC / Any relevant Indian Laws as applicable. Global vendors shall be registered with relevant statutes at their countries fulfilling all requirements of export / import licenses

The vendors must have at least 5 years of continuous experience in design, manufacture, inspection, testing and supply of item for which the registration is requested.

The vendor must have GST registration no. / ESI Registration no., as applicable.

The vendor must be financially sound and shall have positive net worth. Vendors having negative net worth need not apply.

Vendors shall possess all the statutory approvals required for the manufacturing / fabrication of equipment / items applied for registration.
2.0 REGISTRATION PROCEDURE
- Vendors can access the Vendor registration portal on TCE website www.tce.co.in once the credentials required for accessing the portal are fulfilled.

If the vendor is applying first time on the vendor portal, select new application tab.

It is important to note that all the fields in the application are mandatory and shall be substantiated with authenticated documents (certified by CEO/OWNER/ company secretory / Public Notary) as may be necessary. All the documents required shall be uploaded with size limitation as indicated in the portal. Applications with unauthenticated documents are liable for Rejection.

Documents submitted in support of proven track records (PTR) shall have the contact details of the concerned certificate issuing authority for verification as required by TCE.

During processing of the vendor application, verification of supporting documents/information submitted by vendors, queries shall be sent to vendors seeking clarification / additional information as needed. Non-responsiveness by vendors to the queries within stipulated time may result in rejection of their application.

Approved vendor shall update their contact details on regular basis whenever there are changes, to ensure the enquiries are directed to the concerned person.
- Processing charges indicated do not include the cost towards visit to factory for verifying capability of the vendor, if required. Vendor shall make all such travel arrangements for TCE Inspectors for such Inspection visit, as required.
3.0 INSTRUCTIONS TO VENDORS
- All applications shall be submitted through the vendor registration portal only. No hard copies shall be acceptable.

Any inaccuracies in the documents furnished in support of registration process or failure to substantiate any response as required or furnishing false information or if the documents are altered / tampered etc., may result in rejection. In the event of any such instances noticed even later at any stage, the vendor’s name may be deleted or permanently banned.

Performance of approved vendors shall be monitored through the validity period with respect to response to procurement enquiries including budgetary quote enquiries, quality of offer submissions, adherence to project schedules, manufacturing quality, after sales service etc. and feedback will also be sought from clients. If the performance of the registered vendor is found unsatisfactory during the validity of registration, TCE may take appropriate actions including putting on holiday list or even removing the vendor from the List.

Validity of the registration shall be 3 years, after which vendor needs to apply for revalidation / renewal 3 months prior to expiry of validation. Revalidation shall be granted based on satisfactory performance feedback of the vendor during the validity period.

Quality management system complying to ISO 9001, 14001, OHSAS 18001 of the facility in which the product is being manufactured shall be certified by an independent authorised and reputed agency.

In the event of rejection of application due to the reasons communicated to vendor, the vendor is not allowed to apply for at least 6 months from the date of rejection. The vendor can re-apply after duly incorporating all the suggestions / observations.
- TCE does not guarantee issuance of enquiries to the registered vendors on regular basis as client’s approval is final in drawing out the AVL for the project. If the registered vendor does not submit budgetary offers, firm offers or regrets without assigning proper reason continuously for one year, registration of such vendors shall be liable for cancellation.
Facility visit to assess design, manufacturing, testing capabilities, Quality Management, infrastructure etc and customer plant visit for PTR verification may be taken-up only after ensuring the completeness and satisfactory scrutiny of the supporting documentation. All arrangements like travel, stay, food, local transport etc shall be arranged by the vendor for such visit, if any.
